Background & ContextThe department is mandated to provide residential care for children in terms of the Children's Act 38 of 2005. In view of the aforementioned, the Department has established a residential facility, namely Qumbu Child and Youth Care Centre in Mhlontlo Municipality in the OR Tambo District for children in need of care and protection with a maximum capacity of 48 children.
